Mam Tor Stone can be found northeast of the town of Hemthorpe in Snotinghamscire. There is a Syncrhonization Point to its west called The Sleeping Jotun you can fast travel to if you've synched with it before.

How to Get 3 Titanium

Loot from Chests

Assassin
Titanium is similar to Fabrics in terms of their rarity. You can find them inside of chests that you find out in the game world. One near the Offering Altar is within the town of Hemthorpe, hidden beneath a well behind of a house in the northwestern portion of the town.
