The quest starts outside of Dunwic immediately after the quest: A Triumphant Return.

Raising Iron - Speak to Finnr.png
Speak to Finnr		 Head back to Northwic and speak to Finnr.

Raising Iron - Travel to Theotford.png
Travel to Theotford		 Travel to Theotford with Finnr to assemble a fyrd with the residents there.
Speak to the reeve once you enter the town.

Raising Iron - Clear out Rued
Clear out Rued's men		 Travel to King's Bury, east of Theotford.
Initiate a raid with your crew and eliminate all enemies in the area.

Raising Iron - Climb the tower and signal the reeve.png
Climb the tower and signal the reeve		 Climb the tower and use the horn on top.

Raising Iron - Speak to the Reeve.png
Speak to the reeve		 The reeve will appear somewhere in King's Bury.
