The quest starts in Stenwege Camp immediately after the Honor Has Two Edges quest.

Quest Walkthrough

No. Objectives Guide
1 Return to Halfdan Return to Donecaestre and approach Halfdan to trigger a cutscene.
Choose to either inform Halfdan of Faravid's next attack against the Picts or stay silent on the matter during the cutscene.
These choices will not affect the story going forward.
2 Find and speak to Moira Start by searching for Moira's house in Donecaestre.
Clues in her house will lead you to Wyke.
A crowd is gathered outside Moira's house in Wyke. Enter her house via the breakable section of the roof.
Choose to either carry her away to safety or pacify the crowd by talking to them.
TIP: Use Raven's-Eye View to determine specific locations during your search for Moira.
3 Find and report to Halfdan Report to Halfdan in the Temple of Brigantia, north of Donecaestre.
His scout is located on top of the pillars by the river.
Carry the scout to Halfdan and position him in the designated area.
TIP: Use Raven's-Eye View to determine the scout's exact location.
4 Follow Beonton Beonton will lead you to the traitors' hideout in Petuaria Ruins.
5 Search for the alleged traitors Search for the traitors in the tunnels underneath Petuaria Ruins.
The breakable walls can be breached via oil jars or the Incendiary Powder Trap ability.
6 Find the source of the voices Grab the key inside the hideout and exit the tunnels via the locked door.
Approach Ulf and his men to trigger a cutscene.
You are given two dialogue options that will decide the ending of this quest during the cutscene.
The "Traitors must suffer." option will result in open combat against Ulf and his men.
The "They do not deserve punishment." option will result in Halfdan killing Ulf and the rest will flee.
