The quest starts in Wincestre's market immediately after the Choking The Gallows quest.

Plucking The Quill - Find and speak to Goodwin.png
 Head inside The Nun's Minster to initiate a cutscene.
Giving silver to the child or not will both lead to the same result.

Plucking The Quill - Tail the girl.png
 Tail the girl to a nearby stall.

Plucking The Quill - Question the children about the Quill.png
 Ask the children nearby for clues about the Quill.
Speaking to a specific pair of children will initiate a cutscene.
TIP: Use Odin's Sight to highlight persons of interest.

Plucking The Quill - Find and speak to the girl.png
 Head southeast of The Nun's Minster and speak to the girl near the riverbank.
Your conversation will eventually be interrupted by a pair of bandits.
Choose the first dialogue option if you prefer to kill them.
Go with the second and third dialogue options if you prefer a peaceful resolution instead.
TIPS:
Use Raven's-Eye View to determine her exact location.
You can peacefully resolve your conflict with the bandits for free if you have level four charisma or higher.

Plucking The Quill - Find and assassinate the Quill.png
 Enter the sewers and look for the Quill's chamber inside.
A cutscene will play out as soon as you approach The Quill's chamber.
TIP: Use Raven's-Eye View to determine the sewer entrace's exact location.

Plucking The Quill - Kill the Quill.png
 The area will be filled with elite units while The Quill shoots her arbalest towards you from above. Fend them off and chase The Quill down to assassinate her.
WARNING: She will try to escape to the Bishop's Residence. It will be harder to assassinate her if she gets there because the place is heavily fortified with elite units.
TIPS:
A doorway to the right of The Quill's table leads to the upper level of the chamber.
Abilities such as the Focus of the Nornir, Blinding Rush, and Harpoon Impalement can be used to easily chase her down and stop her from escaping out of the sewers.
