The Night of the Power Outage will become available at the Buyan Antique Store after clearing the main story commission, To Be Fuel for the Night.

The Night of the Power Outage Guide
- Travel to the Porcelume Processing Base
- Restart the First Power Switch
- Restart the Second Power Switch
- Investigate Corrupted Miasma Traces
Travel to the Porcelume Processing Base
Head to the Base Interior area of the Porcelume Processing Base after accessing the quest from the Antique Shop menu. Speak to the Confused Worker standing next to the Fissure Beacon as soon as you arrive.
Restart the First Power Switch
Take the walkway to the left of the Fissure Beacon, and some Miasmic Blastcrawlers will spawn. Defeat the enemies, then use the lift at the end of the walkway to get to the lower level.
Proceed until you reach some stairs that are being blocked off by miasma. Defeat the nearby enemies and use Disintegrate to get rid of the miasma, then go up the stairs.
At the top of the stairs, you will find another lift that takes you back to the upper level, where a group of enemies will spawn. Clear the room of Ethereals, then take the walkway to get to the first power switch and play the calibration mini-game to restart it.
Restart the Second Power Switch
Take the large lift just past the first power switch to reach an outside area where a lone Flame Cantor will be waiting. Defeat the Flame Cantor, then use Perception Technique on the broken terminal to repair it. This will restart the second power switch.
Investigate Corrupted Miasma Traces
Once the second power switch has been restarted, take the nearby access shaft to go down to the lower level. Here, you will come across a Machine-type enemy.
Dispose of the enemy, then take the lift on the other side of the room. Interact with the Miasma Echo next to the Fissure Beacon after stepping off the lift, then speak with the Confused Worker next to it afterwards.
After speaking with the Confused Worker, open the mechanically locked door behind them to claim your reward.
