Once you build enough trust with Vivian to raise it to Trusted, this commission will appear on the schedule the morning after.

Chat with the Folks outside the Video Store
After accepting the commission, step outside Random Play and speak with Grace and Koleda. Once your conversation ends, you will spot Vivian quietly standing nearby.
Talk to Vivian
Approach Vivian and listen as she shares her thoughts about being in the presence of her Lord Phaethon. Finish the cutscene to complete the commission.
