To receive Drifting Bangboo on the Schedule, you must finish the previous To-Do Tasks, Poto Poto Turned You Into A Cactus! and Cheesetopia Promo Photos (III).
Drifting Bangboo is one of the Cheesetopia To-Do Tasks. During the quest, you speak to various characters and solve their problem!
To start the commission, head to Blazewood's upper level in the Outer Ring, and talk to Andron.
After talking to Andron, go to the highway to find the Bangboo Wanderer beside a tumbleweed. Return and talk to Andron afterwards to complete this task.
