How to Unlock Letter From The Tumbleweed

To unlock the Letter From The Tumbleweed event quest, you must unlock the Cheesetopia To-do Tasks and progress through the Stove's on Fire phase until you reach stage 5 on the second page of The Overlord's Feast.
To unlock stage 5, you must complete the commission The Cowboy Arrives Through The Swinging Doors. Afterwhich, this quest becomes available.

Overlord's Feast is one of the Cheesetopia To-Do Tasks. During the quest, you speak to various characters and solve their problem!
Letter From the Tumbleweed Quest Walkthrough
Talk to The Father and The Son
Listen to the conversation between Jason and his father, Edwin. There seems to be something about a woman Edwin met long ago and a connection to 'Red Tumbleweeds'.
Ask Old Demir About Caroline
Jason informs you to go find Old Demir as he knows pretty much everything about the town. You'll find him by the red shack near the edge of the map.
Old Demir reveals that Edwin used to be a hollow raider and fell in love with a woman named Caroline, but got stuck in a hollow and was thought dead.
Talk to Jason
After talking with Old Demir, you go and find Jason to tell him what you learned. Jason is hanging around near the entrance to the alley.
Read through the dialogue and go find Edwin after.
Talk to Edwin
Find Edwin and tell him everything you have heard and learned. Edwin will reminisce for a while and share something about Tumbleweeds with you.
Tie Red String Onto A Tumbleweed
Edwin reveals that tying a red thread onto a Tumbleweed symbolizes remembering someone important to you.
Choose either of the two dialogue options that appear to finish tying up a tumbleweed and complete the quest.
