The Today's Relaxation Plan Trust Commission can be unlocked after sending Piper an invite. Choosing the How about a massage to unwind? option will start the commission.
Selecting the I'd like to watch a movie option will start another commission instead.
Complete the Leisurely Lull - Unexpected New Customer Main Commission to unlock Piper on the contacts list. She can be sent an invite to hang out afterwards.

Meet up with Piper at Old Duyi's massage parlor in Lumina Square. The massage parlor is located in front of the Coff Cafe and the Flower Shop.
