Complete to Unlock Where You Quit, They Persist

Although the unlock condition for the Kind Soul medal from Officer Mewmew notes to complete Rainy Night's Cupid, you'll need to complete [Combat] Rainy Night's Cupid. This quest becomes available the day after after finishing the City Commission and involves finishing its HDD quest "Where You Quit, They Persist" to get the medal.

After talking to Mia, head back to Roger's location and speak to Clara.

You will find Roger proposing to a cat. Then, a prompt will indicate that more will happen on the next in-game day.
