Although the unlock condition for the Kind Soul medal from Officer Mewmew notes to complete Rainy Night's Cupid, you'll need to complete [Combat] Rainy Night's Cupid. This quest becomes available the day after after finishing the City Commission and involves finishing its HDD quest "Where You Quit, They Persist" to get the medal.
