To start the commission, you have to answer Soldier 11's DM. Wait until midnight and talk to her outside Random Play to begin.

Help Soldier 11 Find the Document

Help Soldier 11 retrace her steps by talking with Inky and General Chop, and checking the Trash Can near Inky's location at the alley behind the arcade.

After retrieving the document from the Trash Can, talk to Solider 11 to finish the commission.
