Impressive Life Skills unlocks when Lycaon's Trust Rank can be increased to a higher rank. It will appear on your Schedule the next day after increasing his Trust.

Go to the Vending Machine
Go to the Vending Machine beside God Finger in Sixth Street and talk to Lycaon who is waiting there. Answer his questions to finish the commission.
