The quest can be unlocked once Billy is about to level up his trust to Friendly.

Accept the Commission

Accept Quest

Accept the commission via the Schedule first thing in the morning. The Commission will only appear if Billy's trust level with you is about to rank up to Friendly.

Meet With Billy at the Turbo Remodeling Shop

Talk to Billy

Head over to Sixth Street and meet with Billy. He will be located outside of the Turbo Remodeling Shop.

Spend time with Billy and finish the commission after a few dialogue options.
