Trust Commissions increase a certain character's Trust when you complete them. Whenever you get an invite from one of your teammates, be sure to respond and help them with their cause!
Billy Kid Trust Event and Best Answers
The Commission appears when Billy is about to rank up his Trust Level to Friendly with the Proxy.
The Commission will appear in the schedule and can be selected.
Accept the commission via the Schedule first thing in the morning. The Commission will only appear if Billy's trust level with you is about to rank up to Friendly.
Head over to Sixth Street and meet with Billy. He will be located outside of the Turbo Remodeling Shop.
Spend time with Billy and finish the commission after a few dialogue options.

The dialogue choices you make in Upgrade - Take Care of Yourself don't matter as all will increase trust.
Completing Upgrade - Take Care of Yourself will upgrade Billy's trust level to Friendly.
