You can get Agent Wallpaper - Anton as a reward for increasing the Trust Level to Level 4 of the Agent associated with the item. You can check an Agent's Trust Level at the Partner Archive and see if the Trust meter is at the maximum level.
You can unlock Trust events once you complete Anby's Problem during Chapter 2 Interlude: Mission Unthinkable.

Set as a Dynamic Wallpaper in the Main Menu
You can use the item to change the dynamic wallpaper on the main menu.
To change the wallpaper, open the main menu and click the person icon button on the left corner of the screen. This opens a bottom menu showing Belle, Wise, and the Agents you currently have.
Select an Agent and press the Switch button to change the wallpaper.
