After going to the HIA Club and talking to Belle/Wise, roam around the city to find the Hesitant Person and talk to him to unlock the commission.

Take Commission on the Inter-Knot

Open the Inter-Knot, go to Notifications, and filter for Help Request Info. Look for [Commission] My car flipped over! Someone help me! and take the commission to unlock it on the HDD.

Complete the Commission Using the HDD

Go back to Random Play and access the HDD System to complete the commission.

Step-By-Step Guide

1. Switch the Conveyor Belt Directions on Map 1
2. Lay Out the Track Directions on Map 2
3. Obtain the First Observation Data
4. Lay Out the Track Directions on Map 3
5. Obtain the Second Observation Data
6. Lay Out the Track Directions on Map 4
7. Obtain the Final Observation Data

Switch the Conveyor Belt Directions on Map 1

At the start of the commission, extend the conveyor tracks to the destination to open more of the map. Change the conveyor tracks' direction so the block will go to the destination.

After the block is delivered, go to the warp for the next map.

Lay Out the Track Directions on Map 2

On the second map, you need to lay out the track directions again so the target will receive the sedative. Lay out the tracks until the destination to open the next portion of the map.

Obtain the First Observation Data

Get the first Observation Data by paying 500 Gear Coins. Go to the next area by using the warp.

Lay Out the Track Directions on Map 3

On the third map, you need to lay out the track directions again so the targets will receive the sedative. Lay out the tracks until the destination to open the next portion of the map.

Obtain the Second Observation Data

Get the second Observation Data by paying 1000 Gear Coins. Go to the next area by using the warp.

On the fourth map, you need to lay out the track directions again so the targets will receive the sedative. Lay out the tracks until the destination to open the next portion of the map.

Obtain the Final Observation Data

Get the final Observation Data by paying 1500 Gear Coins. Go to the next area and defeat the enemies to finish the commission.
