Survivor Determination unlocks after talking to the Hesitant Person found near Box Galaxy. The NPC will appear once you are at Inter-Knot Level 21, and have completed the Survivor Rescue commission. After that, you'll get a DM from the Courier who will give the Survivor Determination quest.
