Lucy with her main W-Engine making her the Bennett of ZZZ. The best of buff supports

that's smart actually, rip I already have 4/5/6 disks with atk%, she is about 3k atk (I still need to build her skills, I started to build her this morning)
to reply to myself, builds are kind of specific if you want to stay at the lower end of the buff range. Running 6ER, 5Fire, 4CR and no Hormone or Astral 2set her attack actually drops just below 1900. Decided to keep 2set Hormone but keep the main stats, now her attack is 1956 which is enough when skill is Hamstered (then the lower limit is 1922). Of course, attack is still useful above the buff limit but greatly diminished, so CR, CD, ER and Impact are more useful.
Be wary of her buff limit. I've been following most guides blindly, but for Lucy (and Soukaku) this is half the story: as M6 with her skill at 15 (no need to Hamster it really) her max ATK is 2000, something that is almost trivial to reach with an overclocked Kaboom. Build her with other boar affecting sets/stats instead.
full swing jazz but suggesting her best team with no breaker is suboptimal. lucy on full support likely goes for 4pc astral voice, 2pc swing jazz if you dont play her with stun. this also work in a team with for example miyabi piper lucy.
