The recommended agents for this W-Engine are arranged from most to least recommended.
Rina and Nicole both benefit from Unfettered Game Ball's Energy Regen stat for much easier access to their EX Special Attacks that not only excel in off-field DMG but also in turning the tides in battle through stat changes.
Lucy also provides ATK increases should her EX Special Attack hit but doesn't cause off-field DMG. However, all of these Agents' EX Special Attacks buff party members and present opportunities for Follow-Up Assists.

Anonymous 8 monthsIt doesnt have to fill the bar all the way up either. As long as it fills the bar even a little, it's an attribute counter attack. That means it's REALLY easy to fulfill this requirement.

I'd also like to point out that Lucy's boats all fulfill the attribute counter effect as they can apply apply the physical attribute. This means she activates the condition off field. She also applies fire off field when an ally uses a SpEX attack.
