Zenless Zone Zero is not an open world game, even though it looks like one. A small section of the game's main city is the only location that you can roam around freely, and it serves as the main hub of the game.
This area contains the video store which you can enter to start main commissions and side commisions from the Hollow Deep Dive System.
Zenless Zone Zero uses a roguelike tile system as you complete objectives for a commission. You use a Bagboo to navigate around the TV screens, which represents tiles with different effects.
Some tiles cause you to enter a battle with random enemies. This switches the gameplay into a hack and slash one where you use 3 chosen Agents to defeat the enemies.
