You can get the With Friends, You Are Not Lonely Achievement after completing the Sincere or Pretending? commission, which will raise Seth's Trust Level to Trusted.
The Sincere or Pretending? trust commission can be unlocked when your trust level with Seth is near Level 4 or Trusted.
How to Increase Agent Trust Level
Go over to the teamilk shop at Lumina Square to see Seth. The teamilk shop is just outside of the New Eridu Public Security Lumina Branch. You will also Seth talking to Lizzie in front of the shop.
You seem to notice there's something off between Lizzie and Seth so you decide to call it a day for now.
Upon arriving at the noodle shop, you overhear a conversation between a female Public Security officer and Lizzie. They're talking about a master plan or something.
After hearing Lizzie's conversation, you take some time to think and give it some thought on whether you tell Seth about what you've heard or not. Come back another day in Lumina Square.
Go find Seth at the second floor of the Coff Cafe in Lumina Square. You will see Seth talking to Lizzie, while both of them are staring into the river.

The dialogue choices you make in Sincere or Pretending? don't matter as they will not increase trust.
Completing the Sincere or Pretending? trust commission will level up Seth's Trust Rank to Trusted!
How to Increase Agent Trust Level
As with other Agents, reaching the Trusted rank unlocks Seth's Dynamic Wallpaper for use in the main menu.
