this is just like hsr just cuz u see 1 big number here and then doesnt make a character insane that A rank dps are already obsolete, like when dhil first released alot of idiots actually say he is broken and immune to powercreep due to scaling, and look where he is now compared to 2.0 dps, right he is mid compared to them. So pulling dps in 1.0 when they are only slightly better than the current A ranks is stupid.
so what if its maxed out, doesnt change the fact that it has no limited 5 star, and a maxed out m0 jane is only on 34 seconds and thats with jane sig too as well as rina which is another 5 star with her Rina sig engine and m6 seth, so far from what ive seen on bilibili. Which goes to show that, m6 billy is insane for a 4 star and pulling jane if u have an m6 billy is just dumb
The video you posted is just a video of someone using a maxed out billy, when 1: you can't just say billy is better without showing footage of jane too 2: of course a fully maxed bad character with 2 other actually decent characters, one maxed one almost maxed is gonna do well, that's common sense

Is it just me or does it seem weird that Billy has a very close amount of votes as everyone combined The total of everyone without him is 2220, he has 1618, not to mention if you remove the #2 and #3 popular characters (who only have 474 and 491 respectively) the total would go down to 1255 Someone is probably spamming with multiple accounts :/
The whole thing about tier list lack 1 very crucial element to input, I hope the site developer can include Ultimate Tier List. Every player only can accumulate 3k point for only 1 Ultimate, yet certain Character Ultimate is a waste, while some Unit that is not Attacker do a better job using Ultimate, I hope there is more details on which character is best used to spend ultimate on single or AOE recommendation
but rina buff is still a sidegrade, its 30 pen which is the same as def ignore so 30% while nicole gives 50 def shred
*Qinyi and Zhu destroy everything in its path. RIna is not whats holding the team together. you can put any support with 2 premium units and clear everything
in a zhu yuan rina offers like 30 pen compare that to nicoles def shred, ether dmg boost, crit rate, and grouping like how do u even beat that

She is that low, she is around 40 to 50% worse than qingyi in a zhu yuan team, so yeah she is that garbage
