    It will become an option when 1) you hangout with someone when the social link is not ready to level up yet, and 2) during that hangout, it is still not enough point to rank up. That means, when you normally need to hangout like 3 times to rank up someone, you can instead hangout 2 times only, given that you have the gift ready in your inventory
