Steal from Chimenza during jail cell escape. Martina
Not only can it be stolen from Chimenza, you can steal it, escape the battle, re-enter squad battle, and STEAL IT AGAIN. I literally just stole a second copy, so it seems you can get an infinite amount this way. Since I'm commenting I'll also add that when you face the mimic battles that occur from opening chests (fae vision/L2 shows chest with red outline) you can steal the blessed water AND, potentially, have it drop blessed water as a spoil If it doesn't, reload.
I got mine from the Chimenza enemy in Castle Kriegante after freeing Strohl

I've gotten it by stealing it from the Chimenzo enemy in Man-Eaters grotto in the location shown in the attached image
I've heard you can get this from the Chimezo enemy, which you can find in the Man-Eater's Grotto.
