Here are the best answers for all dialogue options in Neuras's bond. Choosing these answers rewards you with MAG, so if you're farming for these, make sure to pick the best ones every time!
To unlock Neuras, simply progress until you reach 06/26. You can start the Providing a Spark Side Quest as you progress, and completing it unlocks his bond.

Apart from Relic Search Quests, Neuras will also have standard side quests in his bond progression. To start his bond, complete the quest Providing a Spark by heading to Komero Village. To complete his bond, simply finish Petty Thief after reaching Rank 7.
