How to Unlock Neuras
Reach 06/26 and Complete Providing a Spark Side Quest
To unlock Neuras, simply progress until you reach 06/26. You can start the Providing a Spark Side Quest as you progress, and completing it unlocks his bond.

The protagonist can receive the Dragon Crystal Specimen from Neuras during the final free time of the game. Do note that this can only be obtained by ranking Neuras up to 8, so be sure to spend time with him as much as possible!

Apart from Relic Search Quests, Neuras will also have standard side quests in his bond progression. To start his bond, complete the quest Providing a Spark by heading to Komero Village. To complete his bond, simply finish Petty Thief after reaching Rank 7.
