To find out who stole Neuras' Relics, you'll need to talk to the Guard in front of the Recruitment Centre in Grand Trad. He will reveal that it was Jin who stole them and is headed towards the abandoned Nord Mine from the Prologue.

Defeat Jin on His Runner

Metaphor ReFantazio - Jin
When you're ready, head to the Gauntlet Runner and travel to Jin's Runner to fight him. Focus on taking out the Mercenaries first with Fire and Electric Skills before defeating Jin.

Once he goes down, the quest will automatically be completed. This will also complete Neruas' Bond and unlock the Dragoon Archetype!
