You can unlock A Bullish Embargo by talking to Brigitta outside the Lycaon Magic Association. This requires Rank 2 Wisdom, which you can increase by using the bench next to her shop to sightsee.

Once accepted, the quest unlocks Belega Corridor Dungeon. You can complete this anytime before or after the Necromancer Takedown in June, but it's recommended to gather more levels first, as Grotesque Guptauros is a tough boss to beat.
