There are no Romance Options in Metaphor: ReFantazio, and you can't pick which Follower or party member you want to date in the game. One of the creators has stated that romance is not necessary for the story and doesn't fit the themes of the game.

Metaphor ReFantazio - Archetype Evolution
The closest thing there is to Romance Options in this game is being able to form bonds with your Followers. This is similar to the Confidant and Social Link systems found in the Persona series.

Strengthening bonds with Followers allows for the unlocking of Archetypes and skill bonuses, all while getting to know the characters and learning more about their motivations through short voiced cutscenes.
