Komero Village can be unlocked by accepting the Hatching a Plan Side Quest in Martira. Talk to the Gloomy Youth in Thoroughfare Square and you will be tasked to procure a Practical Pigeon Parcel.
Go to the Gauntlet Runner and you will gain access to Komero Village.
Komero Village can also be unlocked by accepting the Bounty Man-Eater in the Mines. After Heismay joins the party, talk to the Recruiter Dispatcher to accept the bounty.
You will be made to stop at Komero Village before proceeding to the Man-Eater's Grotto.
As part of the Providing a Spark Side Quest, Neuras will task you with going to Komero Village to retrieve a certain relic. Completing this quest unlocks his bond, which also unlocks the Gunner Archetype!

In another side quest involving Neuras, you can complete the Inventor's Bequest in Komero Village. As you progress through this quest, Gallica will teach you how to detect relics in dungeons!
