The Good Omen unlocks after sending Yuzuha an invite and choosing the How about Suibian Temple? option.
Selecting the How about Yum Cha Sin? option will unlock the Observation Log invite commission instead.

Meet up with Yuzuha at Suibian Temple
After choosing the Start Quality Time Invite option, you will immediately be teleported to the Suibian Temple entrance in Failume Heights alongside Yuzuha.
From there, you must walk around the area together until you reach A-Shuo's stall.
