How to Unlock Elpis' Ultimate Angler
To unlock the Elpis' Ultimate Angler, you must complete the previous quest, Truth Beneath the WaterWater!

Elpis' Ultimate Angler Quest Guide

Talk to Qingyi
Talk to Qingyi and then check the noticeboard to start the preparation stage. After that, talk to the Referee and begin fishing!
Achieve First Place in the Competition
To achieve first place in the competition, you must follow all the prompts as fast as possible and press the power control when available!
Meet Qingyi
Meet Qingyi near the noticeboard and talk to Ben together. After the conversation, a cutscene of a boat sailing toward a hollow will start.
Clear Close the New Commission

| 1 |  Talk to Zhu Yuan to start the challenge. After that, follow the quest marker to a container console and activate it. |
| 2 |  With the path open, head towards the other side and defeat all the enemies that spawn. After that, follow the marker to a lift. |
| 3 |  Use the lift to go down and destroy any obstacles on the way, including the Hollow Thug enemies. |
| 4 |  Use the nearby lift to go down another level. Then, head to an open space and defeat all the enemies. They will run away once the Troublemaker - Wanted Enforcer's HP has been cut. Catch up to them and defeat any hollow thugs along the way. |
| 5 |  At some point, you must use a lift to get up. There are two paths, one leading straight towards another lift and the other going right. When you go right, the enemies will spawn again, but there will be a chest on top of the container with a console near it. To get the chest, defeat the enemies first and use the console. This will move near the lift from where you first came from. |
| 6 |  To get to the Troublemaker - Wanted Enforce, use the lift to go down and follow the quest marker until you find the console amongst spawned enemies. Defeat the enemies and use the console to move the container above that leads toward the boss. |
| 7 |  Use the console, and once the path is open, head straight to the Troublemaker - Wanter Enforcer. Defeat the Troublemaker Wanted Enforcer and the Rampant Brute. |
| 8 |  Interact with the Lost Goods and talk to Zhu Yuan. That should complete the commission! |
Talk to McDunn About the Lamp
With Qingyi by your side, talk to McDunn. Afterward, head up the lighthouse and talk to McDunn again.
Meet with President Qi
Meet with President Qi down near the boats. After talking to them, you'll travel toward the Coastal Reef, unlocking the Reef Fishing Spot. Once there, talk to Belle to start fishing!
Catch This “Big Fish”
Catch the small submarine by always using the power control function once it's available. Once it's caught, a cutscene will start.
Talk to President Qi and Achieve First Place
Talk to President Qi to fast travel back to the Coastal Reef and achieve first place in the competition. You must avoid recasting, follow the prompts quickly, and use the power control.
After that, talk to President Qi again as he pronounces you as the Elpis' Ultimate Angler. This will trigger a firework cutscene.
Head to the Lighthouse to Find Qingyi
Answer Qingyi's DM. Then, find Qingyi with McDunn and talk to them. Check the noticeboard afterward, which will complete the quest!
