Powerful Recruit can be unlocked by completing the Pale Wasteland main story commission of the Into That Pale Wasteland event.
Succeeding quests to Powerful Recruit can also be unlocked by completing Cutting Through Wrong Paths and Into the End.
Pale Wasteland Quest Walkthrough
Powerful Recruit is a Section 6 Operation quest in the Into That Pale Wasteland event.
In this quest, Proxies will be commissioned by Harumasa to help train the new HSO recruits in Melinoe.

Upon arriving at Cocytus Outpost, speak to Harumasa about training the new recruits of HSO. He will take you to the training grounds afterward.

| 2 | Proceed to the battleground ahead and eliminate the waves of Ethereals. |
| 3 | Report back to Akiyama regarding your data collection. He will refer his fellow recruits to you, starting with Yuu. |

| 1 | Ride the lift up and grab the Irradiant Crystal in the corner of the area. |
| 2 | Proceed to the next area and interact with the Ether Beam Disruptor. Aim the beam at the second beam disruptor to the left. |
| 3 | Interact with the second Ether Beam Disruptor and aim it at the receiver by the ramp. |
| 4 | Speak to Yuu about her task. Afterwards, proceed to the next area and clear out all the crates. Be wary, as some of the crates will spawn Ethereals, so get rid of them once they do. |
| 5 | Before returning to Yuu, break the barricade in the corner of the area and grab the Lost Supply Box. Afterward, report back to Yuu. |
| 6 | Proceed onward and ride the lift up. Eliminate the wave of Ethereals that will spawn as you get off. |
| 7 | Continue up the ramps and speak to Harumasa and Chihiro. |
| 7 | Protect the device with Harumasa. The final wave will consist of a Farbauti. A cutscene will ensue afterward, and the commission will be complete! |
