You can get the Happy Blaze Buddy achievement after completing the Summer Night's Dream commission.
The Summer Night's Dream commission will unlock when your trust level with Burnice is near Level 4 or Trusted.
How to Increase Agent Trust Level
After receiving the commission on your schedule, head to Gravity Cinema at Lumina Square.
Finish listening in the engaged couple's conversation with Burnice to complete the commission.
The dialogue choices you make in Summer Night's Dream does not matter as this is a trust rank up commission.
Completing Summer Night's Dream increases Burnice trust rank to Trusted!
