To unlock you need to complete Code of Integrity, also known as Redemption in the Rock Quarry.

Talk to Appon the Next Day
After completing Code of Integrity, talk to Appon the next in-game day. He can be found with Dorian and Ono on the Upper Level of Blazewood.
Ask Corinna About the Sparkstones
Next, speak with Corinna in the Lower Level of Blazewood to learn who is the culprit with Appon's missing Sparkstones.
Report Back to Appon
Head back and return to Appon to report what you discovered with Corinna.
Take a photo of Appon and Ono, then give the photo to them afterward to complete the commission!
