The Weird Thoughts event quest can be unlocked by raising Cheesetopia's Diner Level to Level 2. To raise Cheesetopia's Diner Level, continue to progress through the event's stages and other To-Do Tasks.

To get Weird Thoughts on the Schedule, you must finish the previous To-Do Tasks, Letter From the Tumbleweed and Cheesetopia Promo Photos (I).
Weird Thoughts is one of the Cheesetopia To-Do Tasks. During the quest, you speak to various characters and solve their problem!
Talk to Leigh in Blazewood. She can be seen near Officer Mewmew and she seems to be thinking about something unusual. She will say she wants to borrow some of Dorian's oil for a diesel bath.
Talk to Dorian about Leigh's request to borrow some oil for a diesel bath.
Go back to Leigh and tell her about Dorian's thoughts regarding her request. As it turns out, Dorian thinks that using oil for a diesel bath isn't a good idea for Leigh to be doing.
