Visit Public Security's Office
Visit the Public Security's Office and look for some help from the officers in the General Affairs department. Upon going inside the office, you will see Amy talking to Seth.
Join the Line to Start Public Security Complaints
After Amy's conversation with Seth, she will tell you to join the line, and the POV will switch to hers. This is where the Public Security Complaints event stage will start.

Talk to Amy After Completing the Event Stage
Talk to Amy after completing all 8 applicants. She will recognize you and will check with other officers about the citizen card. Unfortunately, the card is not going to be ready yet, so she apologizes and will inform you once it's ready.
