To unlock Where You Quit, They Persist, you need to finish the City Commission, Rainy Night's Cupid.
Although it has the same name for Where You Quit, They Persist's schedule name, this prerequisite commission is a City commission that can be done in Lumina Square.

How to Beat Where You Quit, They Persist
Receive the Commission from Snek
After completing [City] Rainy Night's Cupid, return to Roger's location the next in-game day. You will find Roger accompanied by Snek, who will give you the commission.
Inspect the Discarded Box
After receiving the commission, enter the HDD and defeat the enemies. Inspect the Discarded Box to complete the stage.
Return to Snek
Afterwards, return to Snek and report the damaged Bangboo you found inside the Hollow. We recommend choosing the It's nothing! (Maybe there's another way).
Send Mia in for Repairs
Choosing the dialogue option above will have you bring Mia the damaged Bangboo to Enzo's Turbo Remodeling Shop for repairs.
Afterwards, return to Lumina Square and talk to Roger and Snek to finish the commission.
