For french players this quest is absolutely horrible since hoyoverse did not translate correctly. In french " maybe " and "perhaps" are exactly the same word translated " peut etre " so in french you never know the correct answer.. its like 1/2 chance by choosing random answer 🙄

How you could tell if you should feed or pet when Inky Meow-ows: Meow-ow (Maybe it's trying to ask you for help...?) < MAYBE = feed Meow-ow (Perhaps it's trying to ask you for help...?) < PERHAPS = pet I read it somewhere on YouTube and it worked, just sharing.
On the generator near the W-Engine shop I found Inky and it said "He seems troubled." He looks at your character and emits a "Meow-ow..." You can feed or pet him. I tried feeding him here and failed the event with no increase or decrease and it says "He doesn't seem hungry." I'm assuming petting him here is the correct option and trust increase.
There is a hidden trust quest event only in midnight in which Soldier 11 will ask whether the cat like to eat noodles or the junk food " hamburgers". Guess who like hamburgers- Anby. So you know that Soldier 11 and Anby don't have good relationship due to their difference perspective.

So far, Inky has specific need according to the spawn point, for me at least..Everytime I see Inky in front of Gadget store or on the motorcycle behind arcade, it wants pet. But when it spawns near the blocked exit on the far side if the noodle shop, it wants food. In all occasions, Inky says "meow-ow".

So I did something on this list today, and I want to report that it’s kinda inaccurate to say if Inky says “Meow-ow…” that that automatically means they want food. I pulled a can out & they didn’t actually want that? So I think if they’re going “Meow-ow…” then that means you should pet them. I was even told “it looks like they’re not hungry,” so… I’ll be petting them when I see them again in the same spot. This was afternoon, in the alley near Waterfall Soup, on the ledge.
Once trust is full you can adopt Inky and they will hang out in the video store.
