The quest can be unlocked once Ellen is about to level up her Trust Rank to Close.

Trust Commissions increase a certain character's Trust when you complete them. Whenever you get an invite from one of your teammates, be sure to respond and help them with their cause!
Class-Skipping Accomplice appears on your schedule when Ellen is about to rank up her Trust Level to Close.
To start the commission, talk to Ellen. She can be found beside the entrance to Box Galaxy.
Ellen will invite you for a meal at a restaurant, a coffee at the nearby mall, and to Random Play to bring a video tape home for the night. After each location, she will also ask you to take a photo of her.
After receiving Rina's text, talk again to Ellen to finish the commission.
