Here Comes a Criminal With a Flute Guide
- Talk to the Anxious and Panicked Townsfolk
- Talk to the Confused Citizen
- Complete the Combat Commission
Talk to the Anxious and Panicked Townsfolk
Teleport to the Lower Level of Blazewood and speak to the Anxious and Panicked Townsfolk who are having a conversation near the 747 Convenience Store.
They will mention that both of their Bangboo have gone missing in the dead of night and heard the sound of a flute. They will also mention that a friend who lives on Sixth Street experienced the same thing.
Talk to the Confused Citizen on Sixth Street
Teleport to Coff Cafe on Sixth Street and speak to the Confused Citizen in the alley by the payphone. This will make the HDD commission to undertake.
Complete the Combat Commission
Go to the HDD and complete the Combat Commission. Be sure to bring your best characters for the job!

As Promised, Drowned in the Harbor (II)
To get this medal in Port Elpis, you need to complete the As Promised, Drowned in the Harbor (II) Commission, which is the second part after As Promised, Drowned in the Harbor (I).
Return to Port Elpis the Next Day
After completing As Promised, Drowned in the Harbor (I), return to Port Elpis the next in-game day to learn how the situation with Nian developed. Unable to find Nian, speak with Old McDunn instead.
Talk to the Shipowner
Upon learning that Nian has exceeded his boat rental time limit, talk to the shipowner by the dock to discover Nian's last known whereabouts.
Track Nian in the Hollow and Rescue Him
After arriving in the hollow, follow the quest marker and defeat all the Ethereals that spawn on the way. Then, interact with the Container Console to rescue Nian, who is trapped in a cargo container.
Check up on Nian
After rescuing him from the Hollow, return to Port Elpis and check up on Nian to complete this commission.
