The suspicious shadow refers to the Treasure Hunt Bangboo which will be beside the Waterfall Soup noodle shop.

Go to the Metal Fences in the Upper Floor
Upon teleporting to the Ballet Twins Road beside Officer Mewmew, make your way out of the Sunken Courtyard and take the stairs on the right to the upper floor.
Upon emerging, you will almost immediately encounter a fenced area where Multiverseboo is at.

There isn't an option for "Midnight" when changing the time period in-game so I tried to look for the Treasure Hunt Bangboo in 6th Street while set to "Late Evening" but no dice. Then I tried "Evening" and it worked (in-game clock says 18:00 so definitely not Midnight). Hope this helps! :)
