You can get Fully Charged as a reward for increasing the Trust Level to Level 3 of the Agent associated with the item. You can check an Agent's Trust Level at the Partner Archive and see if the Trust meter is at the open-eyed smiley face at center-right.
How to Increase Agent Trust Level
After reaching Agent Trust Level 3 with Anby, going through any stage in Hollow Zero will unlock an event in the rest area that grants you the [Affinity] Resonium of the same name, which applies a buff on the Agent throughout your Hollow Zero run.

Yo, I got the "[Affinity] Fully Charged" inside hollow zero at the resting place before next floor (can't remember what it is called lol). Here are the effects copy pasted from the game: Charging field: When Anby uses her EX Special Attack, she gains 8 stacks of Charge (max 8 stacks). When she hits and enemy with her Basic Attack or Dash Attack, 1 stack of Charge is consumed, increasing that attack's DMG by 45%. Hope this helps (idk if yall got this info already but imma post this anyway) c:
