You can start getting Quality Nihil Ore on Tartarus by reaching the Tziah Block's lower floors which are available on 9/10. Tziah Block's lower area consists of floors 119-144. Chests containing a Nihil material emit green light.
Once you reach this block, you can obtain Quality Nihil Ore on Tziah onwards.
Tartarus Exploration Guide and Tips
Quality Nihil Ore can be found within Monad Door chests. Monad Doors appear randomly and contains powerful enemies guarding them.
They will also disappear when you don't access them and you move to different floors, so make sure to access them immediately while being prepared first in order to get the chest rewards inside.

You will need at least one Quality Nihil Ore and other required materials which usually includes a Heart Item to fuse one Quality Nihil Ore accessory.
You can fuse a Quality Nihil Ore accessory in Mayoido Antiques when you unlock it on 7/18.
