Starlight! Delusion? Setting Sail for Dreams! is unlocked by default once the event goes live, but Proxies must first have completed the Chapter 1 Intermission main commission.

Watch the Ad and Speak with the Angels
Go to the staffroom of Random Play and watch the advertisement for the biggest talent competition in New Eridu, Rising Stars.
You'll then receive a DM from the Angels of Delusion telling you that they'll be arriving in 10 minutes. Speak to them to find out that they got invited to participate in the talent show, and they want you to be their manager.
Rehearse with the Angels of Delusion
Speak to the Angels at 404 Error Livehouse and agree to rehearse with them. This will be your introduction to the Shining Meody rhythm minigame, so watch the tutorial and complete the rehearsal.
Speak to the Two Guests
After the tutorial, Ari will inform you that the representatives for Rising Stars are present. Speak to them and get introduced to Miller, the showrunner, and Berner, a renowned composer and judge in the competition.
They'll inform you that to acquire a full entry into the contest, the Angels need to perform something that they can deliberate on.
Perform for the Representatives
Go to the Streaming Equipment and start your performance. Afterwards, watch the cutscenes about Berner's final deliberation of the performance.
Discuss the Plan with the Angels
After the cutscenes, approach Aria and Nangong Yu to discuss what you will do next for the competition. Then, approach Sunna and Biggest Fan to hear their thoughts about the competition plan.
Begin Your First Livestream
As instructed by Miller, you must now start your very first live performance. Play through Nangong Yu's live demo, then interact with the Streaming Equipment and complete your first livestream!
Escort Sunna to Her Part-Time Job
After the livestream is complete, Sunna needs to work at her part-time job. She'll then change into her uniform.
Escort her to Lumina Square's Coff Cafe and meet up with Pan Yinhu right in front of it, who is also wearing his chef uniform. After the cutscenes, climb to the second floor of the cafe and have a break with the Angels.
Speak to Horseface
Right by the Streaming Equipment is Horeseface, a delegate from TOPS who will introduce you to the Performance Showdown and Grand Marcel Adventure minigames. Speak to him and play one game of each.
Once everything is complete, this should conclude the quest!
