Once you get the quest, approach Soldier 11 on Sixth Street. She is standing in front of a Payphone and will ask you to find Trigger, as there is a concern regarding her codename.
Find Trigger at Port Elpis
Go to Port Elpis and look around the area to find Trigger. Then, head down to the docks. Talk to her to discuss the meaning of her code name, Trigger.
Go back to Sixth Street
After talking to Trigger, head back to Sixth Street and speak to Soldier 11 again. Finish the conversation to complete this commission.
