Caesar's Request is a Trust Commission for Caesar where she will ask for the Last Flight videotape. After completing the commission, Caesar will be available to promote the store.

Trust Commissions increase a certain character's Trust when you complete them. Whenever you get an invite from one of your teammates, be sure to respond and help them with their cause!
Caesar Trust Events and Best Answers
Once you build enough trust with Caesar to raise it to Friendly, this commission will appear on the schedule the morning after.
How to Increase Agent Trust Level
After reaching Friendly rank with Caesar, answer her DM asking about the Last Flight videotape. Caesar will send a follow-up message once you have obtained the videotape.

You can get the Last Flight videotape by reaching Video Store Level 5.
Video Store and Videotapes Guide
After answering Caesar's follow-up DM, wait for her to arrive outside Random Play store.
Once she arrives, talk to Caesar to watch the videotape with her.
The dialogue choices you make in Caesar's Request doesn't matter as this is only a videotape commission.
After completing Caesar's Request, Caesar can now promote the video store. You'll also get 12500 Denny.
