You can access New Eridu Public Security in Lumina Square. The building is beside the Metro Station and Officer Mewmew.

After unlocking New Eridu Public Security, Proxies will be able to find and access it amongst the options in the Fast Travel Menu.

Business Car in the Random Play Parking Lot
Interacting with the Business Car in the Random Play Video Store Parking Lot will bring up the Fast Travel Menu as well.
Enter Any Metro Station
Going into any Metro Station and interacting with the train platform doors will also allow the player to access the Fast Travel Menu.
