New Eridu Public Security can be unlocked after starting the Special Episode Undercover R&B.
To accept Undercover R&B, you need to reach Inter-Knot Level 36 to finish Chapter 3: The Midnight Pursuit.

Interact with the “Stay Away From Hollows” Poster to get the Next Time, Surely! achievement!
You can access New Eridu Public Security in Lumina Square. The building is beside the Metro Station and Officer Mewmew.
After unlocking New Eridu Public Security, Proxies will be able to find and access it amongst the options in the Fast Travel Menu.
Fast Travel Guide: How to Teleport
Interacting with the Business Car in the Random Play Video Store Parking Lot will bring up the Fast Travel Menu as well.
Going into any Metro Station and interacting with the train platform doors will also allow the player to access the Fast Travel Menu.
