The Upgrade: Red, Blue, and Iron Trust Commission will appear on the Schedule before Grace's Trust Level ranks up to Trusted or Rank 4.
Talk to Grace beside the entrance of the Turbo Remodeling Shop/ Bangboo Shop in Sixth Street. She can be seen interacting with a Broken Bangboo.

Completing Upgrade: Red, Blue, and Iron Trust Commission will reward you with a Trust Rank Up to Trusted or Rank 4 with Grace.
