The Video Store at the End of the Hollow Trust Commission can be unlocked when you have a friendly trust level with Grace. She will send you a DM about the commission.
Check Grace's DM once you reach a friendly trust level with her. She will ask if you have a copy of the movie, Rookie's Guide to the Hollow, in the video store.
You can get the videotape for the Rookie's Guide to the Hollow after you finish Grace's Agent Story.
How to Increase Agent Trust Level
After confirming that you have a copy of the movie, wait for her to come over to the Random Play video store. She will come visit the video store in her free time.
