Trust Commissions increase a certain character's Trust when you complete them. Whenever you get an invite from one of your teammates, be sure to respond and help them with their cause!

The Adoption Plan Trust Commission can be unlocked after you answer Soldier 11's message about Inky. She will send the message a day after you reach Trust Level 4 or Trusted Level with Inky.
How to Increase Agent Trust Level
Accept the commission from Soldier 11 after you answered her message about Inky. The commission will show up in your Schedule as Adoption Plan as well.
Meet up with Inky and Soldier 11 in front of the Random Play video store in Sixth Street.
After saying that you will be the one to adopt the little black cat, you need to give Inky a new name. Note that you cannot change the black cat's name after confirming.

The dialogue choices you make in Adoption Plan do not matter as they will both increase trust.
After completing the Adoption Plan Trust Commission, you will be able to adopt and give Inky a new name.
