Accept the commission via the Schedule. The Commission will only appear if Corin's trust level with you is about to rank up to Friendly.

Head over to Sixth Street and meet with Corin. She will be located outside of Turbo Remodeling Shop.

Spend time with Corin and finish the commission after a few dialogue options.
